I guess this is more of a question, but here goes.   On the Front Office screen, it has the following.

Player Payroll - $82,263,571
Current Budget - $85,399,314


Do I look at the Payroll or the Budget to determine my over/under of the $85M salary cap?  I want to make sure that I am not over somehow.

Payroll.

Current Budget = Payroll + Cash On Hand + Last Year's Profit.

Payroll is what the cap applies to, not the budget.
